Unfortunately the Philippines is not the ideal destination for keeping gluten free, though it is possible if you are very careful and are willing to carry your own food around. The Filipinos love to eat, but many of their foods are breaded. There is also a lot of western food like burgers and pizza which are not very helpful unless you want to leave the bun behind.
Unless your wait staff speak very good English they will probably not understand gluten intolerance. If you can get a Tagalog language card explaining you will be slightly better off but I don't think they fully understand the concept.
A famous dish, garlic rice is very tasty but unfortunately covered in butter so not recommended for dairy intolerances.
Try to look for plain dishes with steamed rice, or curries are usually a safe bet. Carrying a bag of rice with you and buying fresh fruits and vegetables to cook your own is a safe, healthy and tasty alternative to eating out. However, if you asks lot if questions you should be able to enjoy your time there and eat out very cautiously.
